This is according to a filing by federal prosecutors in the case against the surviving brother Dzhokhar Tsarnaev.
Todashev told investigators that the elder Tsarnaev participated in the triple killings on September 11, 2011 in Waltham, MA. The three bodies were found in an apartment with their necks slit and covered in marijuana. One of the victims was a fighter and also a friend of Tamerlan Tsarnaev.

WASHINGTON - No less than three Republican congressional committees from the House have started the investigative process into the flawed launch of the Affordable Care Act website, Healthcare.gov. The House Energy and Commerce Committee will be the first to delve into the reasons for such a rocky start after months of planning and preparation.
Targets of the inquest include the Administration and four contractors including website developer, CGI Federal.
The trouble site has been overwhelmed in the past three weeks by nearly 20 million people who have made attempts to investigate their options for insurance and have overloaded the system. The administration says it has brought in top technology experts in to fix the problems but have no insight as to when the glitches might be fixed.
Committee Chairman Fred Upton said the session would include questions to the contractors as well as U.S. Health and Human Services Secretary Kathleen Sebelius.
The Democratic controlled Senate has not indicated they will form any committee(s) or schedule hearings regarding the debacle, only expressing their disdain at the Republicans for their continued drive to sabotage the Affordable Care Act law, which so far has included shutting down the government.
